SBC JANUARY 2020 CIVIC COMMITTEE REPORT
OBJECTIVES: MAKE SANDPIPER BAY A BETTER PLACE TO LIVE AND THUS IMPROVE HOME VALUES
Recent Activities:
1. Help resolve an FPL issue. FPL was putting power poles in the middle of sidewalks on SE Morningside. We were able to direct Ms. Mazjanis’s complaint to the right people. Joline Caraballo had the FPL effort paused. We sent supporting emails to the right people, instigated a public hearing with FPL on Jan. 6 in which three board members attended. A mutually favorable result was achieved. The seven poles already installed will be removed, the sidewalks repaired, right-of-way repaired and the remaining 20 poles will be installed on the road side of the sidewalk.
2. Westmoreland Traffic Calming; In response to our September recommendation, Public Works presented a plan at the City Council Workshop on 11/18. Three of our board members attended and recommended changes resulting in a Public Works Workshop on 1/15/2020. Thirty three residents attended, including 3 of our board. The things we liked were; a) there will be only one speed limit throughout all Sandpiper Bay,30 mph, except for a 20 mph through the chicanes and roundabouts, b) caution signs at each end of Westmoreland, and c) two reminder radar speed signs. In addition, the city proposed upgrading the chicanes with new striping and new green striping for bike lanes in critical areas.
3. Improving Communication for Neighborhood Civic Organizations like our Sandpiper Bay Community. We are trying to find an economical way for these organizations to communicate with all residents, not just their members. Use of our neighborhood entry signs is being considered. Meeting with Neighborhood Services and the City Communication department have been held.
4. Improving City Departments authorization to work with Civic Associations. Concern over city liabilities from volunteers is constraining activities. Activities like house checks, code compliance, and even community patrol are impacted. We are working with the Police Volunteer Department and Neighborhood Services to address this problem, and we have submitted a draft plan to the volunteer COP.

2. Assistant PSL Police Chief Richard Del Toro spoke to the association on tips and reminders for staying safe during the holidays. Timely information if you have not seen it. Find his talk under Community/Guest Speakers on the Members Website.
3. Sandpiper Bay Community once again participated in the PSL Botanical Gardens BOOtanical Halloween event on October 31, 2019. Thousands of residents streamed through! Once again, we took pictures! Over 100 pictures of this events of community members in costume are on the website. Go to Community/Pictures/2019 BOOtanical Halloween.

1. A Special Meeting of the Board will be held on Monday, April 8, 2019 @ 7pm at Mr. Bradley’s home (2097 SE Van Kleff Ave)
2. The meeting will review a request from Beta Zeta regarding the upcoming Charity Golf Tournament. They are asking if the association would consider donating money to cover the cost of volunteer meals on the day of the tournament. Expected donation is $400. The request came in too late to be discussed in full at the last Board meeting but a decision needs to be made due to the date of the tournament before the next Board Meeting.
3. The meeting will review the implementation of a promotion from Bahamas Celebrity Cruise Line who is donating 1 Ocean-View Room as a Raffle Price for the association. The intent is to use this on the April Mailer and in other media to promote interest and sign up new subdivision residents as members. The drawing will not be held until the May meeting. The purpose of this discussion is to resolve differences in how to conduct the raffle.

- Second Meeting on topic Changing SE Bowen Way from 1-Way to 2-Way Traffic:
- The Assistant City Manager has researched all past history, decisions and requirements pertaining to changing SE Bowen Way to a two-way road.
- The city has determined that the current roadway is suitable for two-way traffic. It is wide enough and being curbed meets all the right of way requirements.
- In addition, there was no prior council or city decisions requiring it to be limited to a one-way street. There was a resident survey at the time it was first put in.
- Mr. Lee explained how changing it would be much safer for traffic from SE Gowin Boulevard to enter the platted Unit 6 of Sandpiper Bay (via SE Delano Road) without first going out to SE Port Saint Lucie Blvd.
- The Assistant City Manager has already prepared a survey letter and created a mailing list to the approximately 200 residents that live off SE Delano and are most affected by this change.
- The survey will explain the proposal and ask if the resident is in favor of this change and allow them to respond via email or by signing and returning the survey letter by March 15. The plan is to mail this week. The city is handling this.
- There will be a follow-up meeting when the survey results are tabulated to discuss the results and the next step.
- Traffic Calming SE Westmoreland Blvd.
- Mr. Millevolte made the point that it was unfortunate that a street designed as a local residential road ends up being a thoroughfare for so many additional cars.
- All agreed that we can’t stop traffic from using any public road.
- Mr. Millevolte made the point that getting drivers attention to the speed limits and the information that this is a residential road is lacking at each end of the boulevard.
- The question is whether additional signage would mitigate the cost of patrolling and issuing 379 speeding tickets (2018) on SE Westmoreland Boulevard as a deterrent.
- It was also noted that some residents view the chicanes as a challenge, and some residents view the ticketing process as a “speed trap”. It was agreed to hold further discussions on these issues.
- Assist City Manager Roebling noted that for any traffic survey to be done on SE Westmoreland the residents would need to be partitioned first and a majority would have to agree to a survey of the road.
- Presentation of Plaque of Appreciation to Councilwoman Caraballo.
- Mr. Bradley presented a Plaque of Appreciation to Councilwoman Caraballo for her efforts in getting a new Squad Car for the Sandpiper Bay Community Patrol.
- Councilwoman Caraballo offered to have a monthly coffee with the Civic Committee to foster an ongoing dialog on subdivision and city issues. The committee agreed.

1. Board Member Ann Hanson has agreed to be the Chairperson for the 2019 Election. She is leaving the Board in 2019 and is not running for re-election.
2. Per Section 3.9 of the By-Laws this appointment was supposed to happen 60 Days before the election. I missed it. My fault. We will get the job done!

4. This the second year that Sandpiper Bay Community participated in the Botanical Gardens Halloween Festivities. In 2017 over 3000 came through in the 5-7pm hours the event is run. MORE was expected this year. This year as we worked our booth giving out treats we took pictures…lots of pictures. One costume want more creative than the next. 8-3-18 19th Hole has New Owners

Carl, the owner of the 19th Hole confirmed that the business has been sold as of August 1, 2018. I met the new owner today and introduced our association and what we have been doing together. His name is Mark Maffai. Mark emphasized that nothing changes regarding Sandpiper’s agreements and working relationship. He is observing the business to see where improvements should be made. You will have a chance to meet him at the September Members meeting.

1.The July Member meeting saw a first for 0ur association: Having an entertainer in place of a speaker. The Amazing Chiaverini, a magician and mentalist mesmerized the members leaving everyone wondering ͞how did he do that.͟Based on the response he is someone we would like to invite back during a month when our seasonal residents are here. 2.The July Sock Hop was a welcome relief from the summer heat and rain. Despite a last minute change to the entertainer, it was a wonderful night where everyone danced and had fun. See the pictures under Community/Pictures.

Beginning in January we have been recording our speakers. May was not different, other than a technical glitch discovered after the meeting rendered that recording unusable.
Below is a synopsis of her presentation:
We were very fortunate to have 4th District Councilwoman Jolien Caraballo, who was assisted by our City Manager, Russ Blackburn.
They did an excellent, job relating the results of a recent city work shop. They provided us with the 10year schedule for Park & Rec and for our road improvements.
Finally, Morningside Blvd. will be resurfaced in the next fiscal year (starting this October).
They gave us a detailed progress report on; Crosstown Parkway, our new Westmoreland Park and River Nights, the Riverwalk extension, and on the proposed ½ % sales tax increase.
They gave us detailed schedules of all the projects this onetime 10-year sales tax would cover. Included, in that, was the crucially needed timed traffic lights on Port St. Lucie Blvd. to reduce congestion.
In addition, they answered questions from our members. No, there are no plans to fence in the Wilderness Park. They will look into the feasibility of changing Bowen Rd. into a two-way road.

5-22-18 Board Member Changes Announced

In the May Newsletter, we asked for members interested in filling open positions on the Board.
I am happy that several members responded and the Board at the May 21, 2018 meeting appointed 3 members to the Board. The terms of these appointments will be until the next election in January 2019.
Please welcome Carol Taht. Carol is a resident of Sandpiper since the 1990’s. She is currently active on our Social Committee. She is a long-term member of the association. She is joining the Board as a Director.
Please welcome Kelly Lee. Kelly is former Board Director as was our last Secretary. She is on the Social Committee. Kelly is joining the Board as a Director. She has accepted the roles of Guest Speaker Committee chair and Civic Affairs Committee chair.
Please welcome Ann Hanson. Ann is also a long-term Sandpiper Bay resident as well. She is active on other local Boards and has been a past President with one.
At the same Board Meeting, Mr. Millevolte was asked by the President to assume the role of Vice President, which he accepted.
Mr. Bradley announced he will continue to fill the role of Secretary in addition to being President until the January 2019 elections.
The Board now has all seats filled.

Per By-Law Section 4.6-Special Meetings notice is hereby given that the Board of Directors will sit in session for a Special Meeting to be held on Wednesday, May 16, 2018 at 7pm.
The meeting location is the 19th Hole at the Saints Meeting Room (where we hold our monthly meetings).
The purpose of the meeting for the Board to vote on Section 2.6 of the By-Laws regarding the expulsion of member Marc Ginsberg. Arguments will be present for the Board to consider and Mr. Ginsberg will have an opportunity to present his case.

4-12-18 Keep PSL Beautiful Pick A Tree

Port St. Lucie residents will have a great opportunity to pick up a new tree at Keep Port St. Lucie Beautiful’ s Give-A-Tree, Spread-the-Shade Tree Giveaway.
It will be held on Saturday, May 19, 2018 from 8 a.m. to 11 a.m. at the City’s Public Works building, 450 SW Thornhill Drive.
At this annual event, the City will give away an assorted variety of 500 trees that are native to Florida to Port St. Lucie residents.

4-12-18 Golf Tournament Update

Our first Health Fair took place on Friday, March 23 at the 19th Hole.Our second annual Charity Golf Tournament, in association with Phi Beta Psi and Club Med was a resounding success.
80+ Golfers and Sponsors raised over $4,000 for local cancer patients in need.
The weather was perfect and everyone had a fun time.

Our first Health Fair took place on Friday, March 23 at the 19th Hole.
You would not have recognized the meeting room! Rows of tables filled with companies–all providing health-related services for our community.
For those that attended, there was a lot of information and contacts to be made.

1-25-18 Association Debuts New Membership Cards

Sandpiper Bay Community debuted its new Membership Card at the January Meeting. Those that were there already have yours. The card reflects our new colors and name. On the back is a label with a members name and the membership year. For households with more than one resident, there is a card for each person. If you have not gotten your Membership Card yet, the Marketing Committee will have a table setup at our February meeting.
Please attend and pick-up your card! For those that are members but cannot attend the next meeting send an email to to request your card(s) be mailed. You will begin to see the same logo show up on Sponsor Signs that they will display in their business. They are promoting us. We should make a best effort to promote them and push some business in their direction! Many are offering incentives if you show your Card when you do business there. Did you know there are over 300 business in the Sandpiper Bay Subdivision? A special thanks: Please say thanks to member Barry Lee who has spent hours getting the Marketing Program up on its feet. More good stuff to come!

With an effort that began with your 2017 Board of Directors and carried over into 2018, the Association is proud to debut our new website: sandpiperbaycommunity.org! The efforts of many have gone into making this a realty including Kelly Lee, Phil Millevolte, Barry Lee and others. Creating a new website is like moving to a new house. Everything has to be packed, moved, unpacked, placed, etc. And since it is a “new house” you want to spiff the place up a bit!
Our partner in doing this is Jennifer Wiggins and her creative team at: Fortunately for us, Barry Lee found this Port St Lucie based company to both design and host this for us. We still are applying the last bit of “touch up paint” as we finish up. You will notice that we are looking toward our Sponsors to place advertisements on the site. A big “thank you” to Carl at the 19th Hole who bought 2 advertising placements AND sponsored our recent mailing.
We have packed the site with information that will be relevant to those of us living in the Sandpiper Bay Division of Port St Lucie. We are always looking for feedback. If you catch errors or have suggestions for improvement, please email .
